The Valuation Office Agency (VOA) have introduced new Rateable Values for all commercial properties in England and Wales from 1st April 2005 until 31st March 2010.

 

The Revaluation is intended to reflect movements in the property market over a five-year period, and the Rateable Value of your property should equate to the annual rent before the beginning of the rating period. The rates bill you have received from your Local Authority may have risen from last year to take account of these changes.

 

However, an appeal can be lodged against your new Rateable Value and any reduction could benefit you over the whole five-year period of the Revaluation.

The following issues were discussed during the negotiations: -

 

  • Should the valuation be on the contractor’s test or by reference to profits or rents Ferry Project
  • Interpretation of the rent passing between the client and the harbour company
  • Was the whole site rateable, or was some of the accommodation exempt
  • Who is the dominant (paramount) occupier on the site
  • The value attached to the plant and machinery
  • Compiling final valuations once overall principles had been agreed.
